AGENDA
This presentation will review the key hazards, requirements and engineering controls associated with specialty gas and chemical delivery system design, construction and commissioning. The focus of this presentation will be on identifying the engineering and administrative controls that enhance the safety, operability and flexibility of these systems. Materials of construction, gas and chemical delivery and maintenance logistics, detection of upset conditions, LOTO practices, and key safety control points will be examined in relation to their role in providing a safe work environment and minimizing business interruption.
Aaron Zude has over 16 years experience in assessing and implementing safety, fire, and equipment installation codes and practices in the semiconductor and high technology industries. Most recently, he has supported the development and implementation of criteria and processes for semiconductor tool and equipment installation design review, permitting and commissioning for application within domestic tool manufacturing R&D operations. Prior to starting his facilities and safety consulting business 3 years ago, Aaron worked in EHS and facilities management positions at Asyst Technologies, Cirrus Logic, National Semiconductor and Varian Associates. He served 6 years (1996 to 2002) on the Board of Directors for the Semiconductor Environmental, Safety & Health Association (SESHA), served 4 years (1991 to 1995) on the SEMATECH ESH Focus Technical Advisory Board (FTAB), and served 12 years (1990 to 2002) on the SIA EHS and Fabs committees. www.FacilitiesSafety.com

and inventory management and has spent many years managing enterprise
support functions such as, Maintenance and Reliability, Facilities,
Procurement, and Spare Parts inventory management. Mr. Riley has
successfully incorporated the Six Sigma methodology and tools into
the day-to-day management of these support functions while leading
formal projects that produced sustainable process improvement and
significant cost reductions.He currently serves as Operations Manager
for EORM's largest region and is responsible for resource planning,
service delivery, and quality system assurance. We welcome and look

The Semiconductor Industry Association (SIA) commissioned a Scientific Advisory Committee (SAC) whose primary objective was to conduct an independent, objective analysis of whether potential semiconductor "clean room" chemical exposures are likely to elevate cancer risk. The SIA outlined various follow-up actions known collectively as the “Worker Health Project” which included the identification of Primary Prevention Initiative (PPI) Tasks. One of the PPI projects identified as a priority was the need to study certain manufacturing process areas. Dr. Filipp’s presentation will focus on a review of the SIA Worker Health Initiative (WHI) Primary Prevention Initiative (PPI) project conducted by Environmental & Occupational Risk Management (EORM) and important findings and conclusions as they pertain to further minimize potential exposures during equipment maintenance. Dr. Nick Filipp was the Principal Investigator of the project. He has 9 years experience as an EHS consultant and over 10 years of experience in the semiconductor industry. His professional experience also includes process research and development. Nick is a Certified Industrial Hygienist and received his PhD in Chemistry from Northeastern University.

As you are probably well aware, there are now cases of the West Nile virus in the Bay area. West Nile virus arrived in New York in 1999. It didn’t get to California until last year. Paul Burnett will discuss the past, present and future of this virus. This will include its history, effects and actions to take to avoid contacting the virus. Please join us for the very timely topic in our October meeting. Paul Burnett is a very well accomplished EHS professional. He has had over 15 years extensive experience and training in the area. Paul has developed and administered safety and health programs for a 35,000 Federal agency. He has presented EHS training in Washington DC, throughout Silicon Valley, and at major universities in the area. He was former Chairperson of the Federal Safety and Health Council and is very active in local professional associations, such as the Public Agency Safety Management Association (PASMA) and BAESG. Currently Paul is the Safety Program Administrator for the Santa Clara Valley Water District.

It’s that time of year again, for our annual California Code Update. We are pleased to have Mr. Reinhard Hanselka again speak to us on the Updates. Reinhard is a well known and recognized speaker on the Codes and the recent updates. Reinhard is a principal chemical engineer at Integrated Engineering Services in Florida and Santa Clara. He was former Director of Life Safety at South Bay Industries and the Fire Marshall in Palo Alto. Currently Reinhard is a consultant to industry and several government agencies. He has been called upon to be one of the key witnesses in many litigation issues. He received a Bachelors Degree from Stevens Institute of Technology and a Masters from Penn State. He also was recently elected to the NFPA 1 Committee. Please join us for what will be a very informative and interactive discussion.

We have all just completed submitting our Waste Minimization Plans to DTSC. Join us for an update from Relly Briones, DTSC. DTSC is currently doing an assessment of the semiconductor industry’s efforts in regards to SB-14, Hazardous Waste Source Reduction and Management Review Act. Relly will provide an update about the progress of the review done on SB-14 for selected companies. Relly is a Hazardous Substances Engineer with DTSC’s Office of Pollution Prevention and Technology Development. Currently, Relly is preparing an assessment report on the semiconductor industry’s source reduction efforts. Relly has a Bachelor’s Degree in Chemical Engineering and is a registered Chemical Engineer.
In addition, Corey Yep, also of DTSC, will give us an update on another important Bill, SB -20, The Electronic Waste Recycling Act. A variety of workshops have been held to gather input from such stakeholders as manufacturers, local governments and recyclers. Important timelines, activities and information resources will be presented. Corey Yep is a Senior Hazardous Substances Scientist with DTSC’s Hazardous Waste Management Program (HWMP). She works in the Regulatory and Program Development Division, which is responsible for adopting and developing regulations. Corey’s current assignment includes coordinating and
tracking pertinent legislation for HWMP, doing hazardous waste training and coordinating implementation efforts for
SB-20. Corey holds a Bachelor’s Degree in Biology and has 17 years of experience with EHS, environmental compliance and as a regulator with DTSC.
SESHA is very honored and pleased to have DTSC personnel provide us updates to the SB-14 and SB-20 regulations ! Please join us for what will be an informative meeting and discussion.

Although it is impossible to prevent all crises, organizations that are prepared recover two to three times faster than those that are not. Being prepared to respond and recovery quickly from such crises is not only cost effective, but also constitutes a competitive advantage. As such, it is imperative that organizations develop and implement a Comprehensive Crisis Management Program. These programs not only address the minutes to hours response (Emergency Response), but also address the 'human elements' by focusing on human resources related issues (EAP, Benefits, Employee Communications, etc.). So come and learn how you can further build-upon your existing structure. Learn how companies have dealt with 9/11, Supply Management Issues, Brand Management, Terrorism, and SARS.
Mrs. Monteon has over 10 years of Environmental, Health and Safety (EHS) experience in the education, government, semiconductor, hospital and manufacturing industry sectors. In addition, she has over 6 years experience developing comprehensive emergency response, crisis management and business continuity programs for multinational organizations. Mrs. Monteon received a BS in Environmental Studies from San Jose State University and is a Certified Business Continuity Planner, Certified American Red Cross Instructor, and Certified in Hazardous Waste Operations and Emergency Response.

SESHA meeting and learn how Environmental and Occupational Risk Management (EORM) and Degenkolb Engineers, in conjunction with SEMI, conducted an investigation of the effects on the semiconductor industry from Taiwan's recent "921 Quake." The purpose of the investigation was to evaluate the performance of the facility, evaluate the existing seismic protection designs and make recommendations about future preparedness for the industry. We are very fortunate to have Mr. Brian Sherin, CSP, co-founder and managing principal of EORM, which is a leading EHS Management and Consulting firm. Brian has a Master's degree in Toxicology and 18 years experience in high tech operations. He served as the leader of the Seismic Protection Group on a SEMI Product Safety Committee. He also is a member of the Environmental Studies faculty at San Jose State.

Most of us have a lock-out/tag-out (LOTO) program at our companies.
However, rather than having and resorting to standard LOTO procedures,
it would be much better if we have and use tool specific procedures.
Join us at the August SESHA meeting to learn and see demonstrations
on tool specific LOTO procedures. In addition, the presentation
will cover shift change LOTO, group LOTO and LOTO devices. We
are very fortunate to have Mr. Jay Jamali, CHMM, CSP, EHS Director
for Enviro Safetech and Mr. Dave Keenan, CHMM, EHS Manager. Jay
also is Regional Director for the SESHA. Jay and Dave are experienced
EHS professionals.
They have developed lock-out/tag-out programs and tool specific
lock-out/tag-out procedures for high tech tools for over 15 years.
